The Office for Nuclear Regulatory Affairs (ONR) is a relatively new, developing public company. We are responsible for regulating nuclear safety and conventional health at 36 licensed nuclear sites in the UK.

The role

The Finance Director reports to the Vice Chairman of the Board of Directors and is responsible for leading the Finance Directorate’s functions (finance, procurement, trading, planning, risk management, business intelligence, estates) to implement strategic intentions in a coherent, effective and efficient manner.

The Finance Director will lead a “One ONR” culture and help ensure that all employees do their best and achieve strategic goals. This role, which is responsible for the management of the finance department, focuses on the advice and technical guidance of the Deputy Chief Executive Officer (DCE), the Chief Executive Officer / Chief Inspector (CE / CNI), the Board of Directors and on the areas of finance, planning, risk, estates and trade affairs.

Main tasks

a) Chair of the Finance Directorate’s leadership team to ensure full contribution to ONR’s strategy and the ability to provide high quality financial support and integrated planning processes
b) embedding effective sourcing and business strategies aligned with best business practices; Improving the business acumen and focus of the organizations
c) Implementation and development of our OEI framework (Organizational Effectiveness Indicator)
d) Developing and embedding an effective Business Intelligent capability to provide an integrated organizational performance report that provides better analysis, insight and intelligence to enable more effective strategic, tactical and operational decision-making
e) Reporting on the organizational performance based on the strategic and operational results (OEI framework) and optimizing the financial performance of the organization
f) Providing expert opinions, impartial, solid advice and support on all issues of business planning, risk and finance to the ONR Board, CE / CNI and DCE in order to meet the accounting and auditing requirements according to the management of public funds
g) Lead production and reporting on budgets, business plans, accounts, annual reports, legal returns and controls
h) Manage ONR’s integrated audit and insurance activities, including regulatory security
i) Lead delivery of all estate functions with an emphasis on strict contract management and lease renegotiation
j) Work with colleagues to improve the security of charging in the industry and to optimize our charging arrangements in accordance with the applicable legal framework
k) Working with DWP, BEIS, and industry stakeholders to maintain and improve confidence in ONR’s fee and financial management
l) Promote and maintain effective financial honesty, governance, accountability and control throughout the organization
m) Providing high quality support to the company through business partnership, collaboration and engagement, increasing value for money and operational efficiency
n) As a member of the Senior Leadership Team (SLT) and as an Executive Member of the Board, you offer strategic leadership and drive change and continuous improvement in your own command and in the entire organization. This includes assuming the responsibility of Senior Responsible Owner (SRO) for a number of strategic change projects.
